Vallarine Guischard-Paynter is the Business Manager in the Office of Finance, Administration and Personnel for the Graduate School of Education at Rutgers University.

Vallarine reports directly to the Senior Director of Finance and Administration. She independently manages financial planning, analysis and administration of all aspects of state and non-state budgets – designated, restricted, gift, and endowed accounts for all assigned GSE academic units. She also approves requisitions and operation of payroll action documents for GSE units as needed. She is also responsible for ensuring the proper administration of business activities is within university guidelines – coordinates and tracks fund transfers, proper utilization of state and non-state salary and operating budgets. She is responsible for monitoring the daily operations and administration of the financial operations of GSE, maintains and reconciles financial databases, tracks internal and external resources, acts as a liaison between departments and the GSE business office and central offices. She contributes to the safeguarding GSE assets and other related duties as assigned.

She has always been in the accounting field and has a decade of experience in the accounting field. Vallarine was the accounting personnel at a lawyer’s office, then she worked at Exxon in their accounting department, then became an accountant at a semiconductor company.

Vallarine is lifelong learner and enjoys reading self-help books and spending time with family and friends. She also loves ballroom dancing and was in a dancing club until the start of the pandemic.

She received a Certificate of Business Management from the School of Management and Accounting from the University of Phoenix.
