The New Jersey Board of Education has 13 members who are appointed by the Governor with the advice and consent of the NJ State Senate. The Board sets the rules needed to implement state education law. Such rules cover the supervision and governance of the state's public schools. It reviews educational policies proposed by the Commissioner of Education, confirms appointments to the NJ Department of Education and decides various appeals. A major function of the State Board is the consideration and adoption of administrative code which contains the rules for implementing education laws.

Dorothy Strickland, a lifelong resident of New Jersey, is the Samuel DeWitt Proctor Professor of Education at the Graduate School of Education. She is a former classroom teacher; reading specialist; learning disabilities specialist who went on to earn a Ph.D., and M.A. from New York University. She is a member and past President of the International Reading Association and a member of the Reading Hall of Fame. She serves on numerous advisory boards and panels at the state and national levels. She received IRA's Outstanding Teacher Educator of Reading Award; National Council of Teachers of English Award as Outstanding Educator in the Language Arts and the National-Louis University Ferguson Award for Outstanding Contributions to Early Childhood Education.
